How can I stop automatically-inserted hyphens acting as boundary character?

How can I stop automatically-inserted hyphens acting as boundary character?

When TeX inserts a hyphen, ligature rules that apply to the boundary
character are applied before the hyphen. How can I prevent this? (I
checked that the font is not changing at this point.)
